The CIDCE of the University of Limoges promotes an initiative in relation to the draft International Covenant on the right of human beings to the environment

Created in 1982, the CIDCE (www.cidce.org) is the only French NGO specializing in international and comparative environmental law. It has special consultative status with the United Nations Economic and Social Council (ECOSOC). The CIDCE works to advance international and comparative environmental law. Through its influence with national and international universities, bar associations, lawyers, governments, international non-governmental organizations, it plays an important role in the preparation and adoption of international and national legal instruments relating to the environment and sustainable development.

The CIDCE comprises a network of experts. It has national representatives in 61 countries, distributed on every continent.  Part of its mission is to raise awareness by organizing events and providing the opportunity for youth to learn about the role of international and comparative environmental law.

The CIDCE worked tirelessly to ensure the adoption of the principle of non-regression relating to the environment at Rio+20, in 2016 in French law and in §4 of the Proclamation of Marrakech at the COP 22 dedicated to the “irreversible momentum” in the fight against climate change. This was the result of many years of research, meetings and efforts with policy makers and civil society. In 2017, the CIDCE-drafted International Covenant on the Right of Human Beings to the Environment was presented to the Human Rights Council of the United Nations (A/HRC/34/NGO/60) on February 15, 2017.

We invite you to join us in getting the word out on this 3rd international covenant.  Two international covenants of 1966 on civil, political and economic, social and cultural rights preceded this draft Covenant.  Now is the time to ensure the right to the environment in a 3rd covenant protecting it as a basic right just as the 1966 covenants did for other rights.
